The challenge
A global professional services firm needed permanent technologists for sensitive government engagements. Every appointment required a rare combination: current security clearance, relevant technical depth and the consulting capability to operate effectively with demanding public-sector stakeholders.
The addressable market was exceptionally tight. NV1 and NV2 professionals are difficult to identify through conventional channels, are frequently approached and cannot always discuss their work in detail, which makes both attraction and accurate assessment more complex.
The search
Change used its established cleared-talent network and government-sector relationships to reach professionals beyond the active market. Searches were structured around clearance level, technical discipline and delivery environment, enabling targeted conversations without exposing sensitive project information.
Qualification confirmed current clearance status and explored transferable technical evidence within the limits of what candidates could disclose. We also assessed consulting behaviour, stakeholder maturity and the practical reasons each person would consider moving from a secure role.
The outcome
Multiple cleared technology professionals joined the government practice, giving the client additional capacity to resource sensitive engagements with greater speed and confidence. The hires combined the required clearance position with experience relevant to secure systems, cloud, data and government platforms.
The engagement demonstrated the value of a maintained specialist network in a market that cannot be rebuilt from scratch for each vacancy. It shortened access to credible candidates and gave the client clearer evidence at shortlist stage.
